You don't need 20 feet in slow or stopped traffic -- just enough to pull the steering wheel over and make a hard right turn.

I would not get out of my car in that particular scenario.
I would call 911 & report this, as this individual is likely to kill someone with his driving if nothing else. If he wants to try and attack me while I'm in my vehicle on the phone, I'll do what I need to do to protect myself.

One rule of thumb...Always have enought room between you and the other vehicle in front of you at a light or other traffic signal or stop...
I try to keep a distance enough to where I can see the back tires on the vehicle in front of me meet the pavement...Not the bumper, or licence plate on the vehicle...The tires provide a good availability of room to manuever around a vehicle in front of you at a stop...
Plus it might even be in the TxDOT drivers handbook...But its been years since I've seen one of those...
