Unless you don't have the money or think you will fail the class, there's no advantage to waiting to apply online. The sooner DPS has your CHL-100, your fingerprint scan, your online application and your fee, the sooner they can start.

We were told at the Instructor's Course this year that the DPS does start the process upon the application and fee. They encourage doing it online and submitting electronically so they don't have to print and scan. Since there is usually some amount of time between the app and the fingerprints and then the course, it allows DPS to get working on the app sooner (if only by a few days).
