Just for clarification, all these new laws aren't applicable till Sept 1. 2013, so the old law applies until then correct?, My CHL expired on 7/24/13, so I am one of the unfortunate ones that has to go through the "current" process. I wonder if that I means I have one year because I am grandfathered in before the new laws? I think I am overthinking this just a little.

I'd suggest making darn sure you have your renewal app & training submitted before Sept 1st. You will pay the renewal fee instead of the full $140 for a new license. I'm glad my current CHL doesn't expire till 01/2015.

My TxCHL expired as of April, but I've already paid the fee to the TxDPS for renewal. I just need to take the renewal class. I also have a non-resident Arizona CWP that I obtained before my TxCHL expired. I am safe to assume that I can still carry while my TX is expired correct? I got it because it was cheap and convenient and was planning to get my FL and Utah one as well.

You can probably carry on your Arizona CWP. But, if you do not complete the Texas Renewal process before Sept 1, you will have to start over from the beginning. That is, according to the legislature. I too had an expiration this month. I also expected to have the 12 mo. time to take the class. I found out that's out the window after Sept 1. I went happy to find out after paying the renewal online, and the confirmation states I have 12 months, yet it's not true.
I was fortunate to squeeze in a class Sat and I'm mailing everything Monday.
