The good news is that if it came up in a shooting, the average cop would be more worried about the shoot being legal or not, and the carrying is for later on. But, this is most likely to come up during a traffic stop (especially the scenario of Texas CHL suspended, which he would get on his return), and I don't know how the cop would handle it.
If a License gets suspended without a conviction. The holder should probably just claim the right to carry under the Motorist Protection Act.

The UTAH permit is a good choice for a "back up". It cost 67 bucks and ten bucks to renew. The class is half a day and only costs 75 bucks with no shooting required. No class needed for renewal. It looks kinda like the Texas CHL except is says Utah on it. I was thinking about getting a PA CHL until I just read your post. I dunno about it now. I am surprised Texas recognizes it after reading what it takes to get one.
Got my Utah permit a while back, and very much appreciate that it looks like an "official" ID with a photo of me on it.

This may have answered your own question. If your license were suspended you wouldn't have a valid Texas license. JMHO
I think the main reason people have another state's non-resident license is to cover those periods while waiting for the Texas license to arrive or during coverage lapses waiting for the renewed license to arrive.
I remember when my NY DL was just typed on a heavy piece of paper and didn't have a picture. It is strange that something so primitive would be issued today.

A friend has a North Carolina CHL and it's similar. He said they laminate it after you sign it when you pick it up, but it's sill a piece of paper with the information typed in, and the lamination is clear plastic like the self lamination pouches they sell at Walmart. If it means saving $100, I'm willing to laminate the card myself. :lol:

The law still requires you to show the CHL and ID so a photograph on a CHL is redundant anyway.
