The whole flashlight "Stinger" idea make me think...
Not that I'd flash any and everyone that crosses my path...
Maybe just the ones that act like Steyr described...
What could they do about it???
"Officer...Officer!!! That guy! Yeah, he flashed me with this bright flashlight!!!"
I'm not really making fun of the situation, but just exploring some possible silly side effects that some of the ninny people might have...
Just something to think about I suppose...

After reading your description of the events and the way they transpired, I commend your awarenes of what was happening around you, and your calm, reasoned thinking through the entire incident.
My only thought here is that maybe your bank has a security camera in the lot facing the ATM machine that might help with an ID process of the one eyed Lexus ?

Years ago I had camera gear with me all the time. I had a dual head flashgun in the bag that would certainly leave one temporarily blinded if "flashed" inexpectadly in the dark.
