Error in DPS statistics?

Can someone explain how only 32% of people who were convicted of "unlawful carry of handgun by license holder" had licenses?

is there some kind of license besides a CHL? scratching my head, too.

Maybe only 10 of those had a Texas CHL, the other 21 were out of state?

Just a wild guess.

An RPG is not covered under UCW, penal code 46.02.

It could be a CHL holder carrying without his license in his possession or of carrying an illegal knife or club, or even a handgun of the wrong category.

City ordinances are not violations of UCW, which is state law.

It could be a couple things. It could be UCW of a club or illegal knife. It could be leaving the card at home because the 46.15 exception for CHL requires us to carry our license. It could be mischarging, overcharging or other DA games. That doesn't just happen in Floriduh.

The best explanation could be CHLs issued out of state, but then that kind of ruins the rest of the statistics if out of state CHL holders are not being counted...
But then again I could accept it as attorneys just not knowing what they're doing at all.
