I train two options, the variable is the context of the draw. If I am drawing "proactively", that is before I am actually under attack, no verbalization. If I am under attack, as in a close range snarl, I will yell "BACK OFF!" in conjunction with drawing and deploying my weapon. It's just a good all-around policy:
-Tells bad guy you don't want any.
-Tells any witnesses you didn't want any.
-Tells yourself you tried everything you could before shooting the bad guy.
-Forces bad guy to mentally process another piece of info causing some disruption.
-Forces you to breathe.
-Tells bad guy you don't want any.

I train to yell "BACK OFF" (and actually do this in practice).
Like you (Steve) I probably learned this particular phrase from Tom Sotis who is back in Austin next week for a seminar which I am again attending.
Actually, I practice this as a 3-part order. BEFORE the threat become mahnifest, "Please back off". WHEN the approach begins with a Command, "Back OFF" and finally if the threat is manifest with "BACK OFF!".
Drawing happens during or after that last BACK OFF -- if the threat is a surprise attack then I go IMMEDIATELY to the "BACK OFF!" and the draw as necessary.
Surprisingly this actually require a bit of practice (and refreshers) to get MOST people to do correctly.

I generaly go into a monologue where I divulge all my evil plans before I ......oh wait that's the wrong scenario.
While effective verbal commands can be beneficial to a desired outcome and probably have their place in this situation, its not something I generally think about. I try to focus on situational awareness, practice my draw and shooting/reloading.
But I don't think the question is as silly as some make it out to be.
For a CHLer or anyone in a self-defense situation, if the scenario permits the use of verbalization before action, probably what you shouldn't say is more important.
I would attempt to communicate in some way that if they do not cease and desist in their current actions that are threatening me that I will be forced to defend myself.
Failing to give a warning is not important to me as you may not have the opportunity. But if you say anything at all, I would try not use any kind of racial slur or any language that would give any witnesses the idea that I was some trigger happy person who couldn't wait to shoot someone. The aftermath is what you will have to deal with next and you don't need any extra nonsense perception of a witness to turn a legitimate act of self defense into a criminal offense.

Not sure, I guess it depends somewhat on the situation. I know it will be very loud with lots of profanity.

I agree but if I fired my weapon, I would alert everyone around me that I am a concealed handgun license holder so I don't get shot by another CHL holder, also saying so MIGHT let other around you know that you are a good guy. In addition I would state for someone to call the police, probably direct someone to do so.
example. I am licensed to carry a handgun, is everyone alright? You there, in e blue shirt, call 911.
