I was recently at the Tomball German Christmas Festival. It is an open air festival that has the usual things, arts, crafts, live music, food and alcohol. It spans a few cities blocks, as well as some business nearby. There are several entrances that aren't access controlled beyond a traffic barricade. I didn't have my weapon that day because I planned to have a few drinks.
At what appeared to be the vendor entrance, I noticed 4 51% signs hanging from a series of traffic barricades. None of the other entrances were marked as such. I am curious where I stood legally if I had been carrying. I could have easily walked through a non-marked entrance and had no idea of their claim of 51% status. Also, I am curious how the 51% calculation was arrived at. It seemed most of their money was being made by arts and craft sells, with few people eating or drinking alcohol. Perhaps it was an attempt by the sponsor (Ziegen Bock) to cover their liability with the TABC?
