Work situations, school attendence.... maybe got the CHL because a husband, father or brother convinced them to get it. Some folks see a scary news story and get a wild hair to arm themselves. Once the memory fades and life continues on for them, the sense of urgency disapates. I could come up with a whole lot more.

I can't carry at work, can't even have it in the car when I go on a military base, and won't carry when I must go to a legally prohibited place. Other than that I do intend to carry though it may not be convenient or comfortable. One other reason for CHL is to be able to buy the gun you want without delay.

She just sees no reason to carry it, and I hope she is right.
Pray for the best.
Prepare for the worst.

My wife and I pray every night for God to keep us safe.
My wife and I carry every day to be ready for the worst.

Bad guys were gifted by God to with free will, even if that free will is used for evil.
We have chosen (free will) to not be willing victims.

Hate to say it, but I know a handful of folks who do have a CHL and I pray to God that they never carry...

And I have at least one friend who has his license for when he is at his place in West TX -- snakes, varmits, and other unwanted elements.

But I rather imagine that the majority, as Jim pointed out above, have a varity of reasons (or excuses). Me? Like the old colloquialism says, I'd rather have it and not need it than need it and not have it.

if its his place, he could even *gasp* open carry! No need for a license on your own property...

I see it like learning CPR. It's nice if you need it, but just hope if you never need it. When you do need it, you better sure well know how to use it properly.
