need clarification on 'Born out of Country Documents'
i know there is a thread about this already, but it wasnt crystal clear as to the requirements.
here is what the dps site says:
Therefore, if the place of birth listed on your application is outside the United States, it will
be necessary to submit a valid (unexpired) and legible, front and back copy of the following
required document(s):
1. Certificate of U.S. Citizenship (Form N-560 or N-561): Issued only to individuals who
obtained U.S. citizenship either by action of law while residing in the United States or by
having been born outside the United States to U.S. citizens; or
Certificate of U.S. Naturalization (Form N-550 or N-570): Issued as proof of a person
having obtained U.S. citizenship through naturalization, which is the legal process of
obtaining a new nationality.
2. U.S. Permanent Resident Alien Card/Resident Alien Card (Form I-551): Identification
card attesting to the official immigration or permanent resident status (Lawful Permanent
Residency) of an alien in the United States.
3. United States Passport: Issued by the United States Department of State, this certifies
as an individual’s identity and U.S. citizenship.
4. If a Non-Immigrant Alien, an alien in the United States in a non-immigrant status, please
provide a U.S. Visa, I-94 Arrival/Departure Record and a hunting License. The
definition of a non-immigrant alien includes, in large part, persons traveling temporarily
in the United States for pleasure or business, persons studying in the United States who
maintain a residence abroad, and certain foreign workers. This does not include
permanent resident aliens.
I was born in Dubai, UAE, to indian parents. The law in the UAE states you get the citizenship of your parents. I put my place of birth as dubai, however before becoming a naturalized citizen, i had an indian passport. The only thing that states where i was born is my birth certificate. all the US documents state that i was of indian nationality before being naturalized.
also, do i need a copy of ALL of the documents lilsted above? i only have 1 and 2. i never got a US passport since i never travel outside the country.
any help will be greatly appreciated.
other than this the only thing im waiting on is my fingerprinting which is scheduled for the 17th, then the packet goes out and the wait begins.

I am sure that an instructor will give a definitive answer to your question in a short time.
Since they say "document(s)", I believe that you need either 1, 2, 3 or 4. I think that you should be fine.

If you don't have a US passport, the naturalization documents prove citizenship.
Good luck and remember that you have to do electronic fingerprints. (After March 1st)

You only need one of the above documents to prove citizenship or legal resident alien status.

I suggest getting a US Passport Card. It's only $55 for 10 years ($30 to renew) and proves you're a US citizen. Even if you never take a road trip to Mexico or a Caribbean cruise, it's not a bad idea to have wallet-size proof of US citizenship these days. It's also convenient single document to prove identity and employment authorization for an I-9 form or any other purpose.
I believe the basic political division in this country is not between liberals and conservatives but between those who believe that they should have a say in the personal lives of strangers and those who do not.

i got my naturalization certificate in 2004.
but the problem is it doesnt state the place of birth. only my previous nationality which is indian. but i was born in dubai.
wonder if that will create an issue?

I don't think any problem because you're giving DPS proof of US citizenship. Your national origin shouldn't matter. P.S. My suggestion for the Passport Card won't help with CHL. General comment only.

Wont create any issue. I was born in Mexico while my parents were on vacation. I have always had a Certificate of Naturalization and no where on it does it state where I was born. When I applied I sent it in as my proof and at no point was it an issue.9mmLover wrote:thanks ameer.

the documents allowed to verify whether you are in the states legally says front and back copy...the back of the certificate is blank. does that matter?
also it states on the certificate that "it is punishable by US Law to copy, print, or photograph this certificate without lawful authority"....would applying for a CHL classify as lawful authority?
Goin in for finger prints tomorrow, and im ready to get this sent out and over with.

I did print and send in a copy of the front and the blank back, actually the back isnt blank, there is a seal impression on it, maybe they want that just to be sure.9mmLover wrote:thanks guys.

As for the " do not copy", it is being requested by "authorities", so don't worry about that.
It's funny when I got my Utah CFP back in 08. I got a letter about 45 days in stating that I needed to provide proof of my citizenship. I called the office and was talking to the lady and told her all I had was a Naturaluzation paper, but it said not to copy it, she then said "We don dont worry what the Feds say, just go ahead and make a copy and send it in, and well get that license out to you".

true there is an impression..but it isnt coming out on the copy. tried different settings. ill just put a note in there with my packet.

I agree. Get a passport. It's well worth it and settles pretty much all ID and residency requirements in dealing with the government. Just a few months ago, I looked at my naturalization certificate for the first time since 1985 when I got it.
