Thank you very much for the link. I had looked for conditions like these at the DPS website, but was not able to find anything. I was under the impression that as long as I had a valid permit, from a state whose permit Texas honors, then I could legally carry and the only restrictions that applied were Texas/federal laws.

This could open a big can of worms. If the minimum age requirement for getting a TX CHL applies to out-of-state licenses in TX, does that mean the other eligibility criteria apply as well? That could defeat the idea of getting another state's license because of not qualifying for a TX license. Would someone who is ineligible for a TX CHL because of convictions but qualifies for another state's license be ineligible for reciprocity?

Many of the other states don't require as much classroom instruction or proficiency tests with a firearm as Texas does to get the Texas CHL. So then if they honor the other states' permit, but the conditions to get the other states permit are not the same, do they actually honor the permit or not? The more I learn the more confused I get. I will send a letter to DPS tomorrow to see what I can find out regarding these apparent inconsistencies...

I don't think Abbot's opinion is based on statute law. Reciprocity statute only requires a license from a recognized state. If everyone wiht a out of state license had to meet Texas standards they would have to have 10 hours training and qualify at the range (and use an auto to carry an auto).
Missourri (I think it was) used to not issue licenses until 23 and didn't recognize other state licensed for anyone under 23. I think they changed that though. But at least it was written in their CHL law. What Abbot said isn't in the law.
