Like subject says - ?? Saw it today at the Suddenlink office in Balch Springs.

An obsolete one. The reference to Vernon's Civil Statutes is the kicker.

I'm no lawyer but as far as I can determine from reading the laws, it is not one that will legally prohibit us from carrying.

it could be plastic, hard to tell without really feeling it and giving it the "thwack" test of snapping your finger on it.
