I agree 100%. A friend of my is a CHL in Georgia and was in town a few weeks ago. When we went out he was *shocked* I carried one in the pipe. There is no circumstance where an empty chamber in a semi-auto is justified.
For the snake, you might have to use the necessity justification, but the coyote about to attack a domestic animal is specifically authorized in Health and Safety Code 822.013.
