Re: Local fair CHL question
The most important part of what you posted is that the fair is in Arkansas and not Texas. I can't answer since I am familiar with Texas law and the answer will differ. Hopefully someone else knows Arkansas laws better.

Here is the requirement for posting locations off-limits in Arkansas:

I am not sure what the definition of premises or place is, but sounds like if they post with no roadway, one sign every three acres is adequate. If their posting meets the requirements listed here, then you can't carry. You can reference the handgunlaw.us site with the statute here http://www.handgunlaw.us/states/arkansas.pdf" onclick="window.open(this.href);return false;(19) (A) Any place at the discretion of the person or entity exercising control over the physical location of the place by placing at each entrance to the place a written notice clearly readable at a distance of not less than ten feet (10 ft) that “carrying a handgun is prohibited”.
(B) (i) If the place does not have a roadway entrance, there shall be a written notice placed anywhere upon the premises of the place.
(ii) In addition to the requirement of subdivision (19)(B)(i) of this section, there shall be at least one (1) written notice posted within every three (3) acres of a place with no roadway entrance.
IANAL

Re: Local fair CHL question
I would also check the exhibitor rules published by the fair organizers. In the case of the TX State Fair, the exhibitor rules clearly state that you cannot carry concealed "unless you are licensed by the State of TX as a CHL". Tread lightly when out of state.

This part is also noteworthy. I talked with a Arkansas State Trooper in the past, and she confirmed that a gunbuster sign is not binding in Arkansas. The sign must have text in order to be enforceable. However, the contents of the text are not specified by law (like they are in Texas), so just about any sign that says "no guns" in writing is valid.(19) (A) Any place at the discretion of the person or entity exercising control over the physical location of the place by placing at each entrance to the place a written notice clearly readable at a distance of not less than ten feet (10 ft) that “carrying a handgun is prohibited”.
