At my CHL class we got a white form with the CHL numbers stamped on it. I had always heard you got some kind of wall paper, but all we got was the form. Is it optional?

The state is no longer making the certificates. Originally the certificate had the license number pre-printed on it, and that number was transferred to the completion forms (tr-100). It turned into an accountability problem, with number tracking, and certificates were discontinued about a year ago. Instructors that still have a stock of the certificates are allowed to use them up, but there are no no new ones from the state.
However, instructors may of their own volition generate certificates and put the numbers on them if desired. Or make certificates that have no numbers. Since, the certificates are no longer official state documents it does not really matter what they look like.
Some instructors may generate their own, and some may not. Luck of the draw.

Thanks! I wondered about that.
So I could have a '007' certificate printed (kidding of course as that would look bad if I got in a shooting and the DA found out I had that kind of thing.)

Pretty much..
Legal in Austin told us we (instructors) could print them up if we wanted to. There are folks out there that would like to have them. I've done a little experimenting, but haven't settled on anything. Makes me wonder what other instructors think.
