Who can carry past a 51% sign?

Question for the smarter legal types here on the forum:

Is it legal for the owner of the 51% establishment to carry there? Or the manager?

I'm pretty certain that employees won't be allowed to, but are there specific exemptions for anyone else?
Your best option for personal security is a lifelong commitment to avoidance, deterrence, and de-escalation.
When those fail, aim for center mass.
