Going to visit grandma and grandpa’s grave today at Ft. Sam National Cemetery…is it legal to there?
It's not a "facility" according to 18 USC 930. It's all outdoors, no checkpoint, etc.

I ended up bringing my firearm but I disarmed prior to entry and locked it away for the entire time i was there. The only reason for choosing to do so is that I knew we would be going other places after visiting grandma and grandpa and I wanted my firearm for eveywhere else.
Thankfully things were uneventful.

Authority and rules of conduct. Pursuant to 38 U.S.C. 901, the
following rules and regulations apply at all property under the charge
and control of VA (and not under the charge and control of the General
Services Administration) and to all persons entering in
(13) Weapons and explosives. No person while on property shall carry
firearms, other dangerous or deadly weapons, or explosives, either
openly or concealed, except for official purpose.

I believe you need an official purpose like military salutes.
