Question about born out of country documents

First time poster here. I'm in the process of applying. Did the online app, did the course (at Red's in Austin), got the photos, filled out all the forms, and all I've got left is to get fingerprinted. (I'm not a bleeping criminal!)

One hiccup: I was born out of the country (to American parents, so I've been a US citizen since the minute I entered the world), but the checklist doesn't specify what "born out of country" documents to supply.

I tried to email the CHL dept at DPS but naturally got a "Delivery Failed" notification, so I called, and waited, and eventually left a call back number, so I might get a response from them, but until that happens, does anyone know if a copy of the photo and signature pages of the passport will be okay?

Therefore, if the place of birth listed on your application is outside the United States, it will
be necessary to submit a valid (unexpired) and legible, front and back copy of the following
required document(s):
1. Certificate of U.S. Citizenship (Form N-560 or N-561): Issued only to individuals who
obtained U.S. citizenship either by action of law while residing in the United States or by
having been born outside the United States to U.S. citizens; or
Certificate of U.S. Naturalization (Form N-550 or N-570): Issued as proof of a person
having obtained U.S. citizenship through naturalization, which is the legal process of
obtaining a new nationality.
2. U.S. Permanent Resident Alien Card/Resident Alien Card (Form I-551): Identification
card attesting to the official immigration or permanent resident status (Lawful Permanent
Residency) of an alien in the United States.
3. United States Passport: Issued by the United States Department of State, this certifies
as an individual’s identity and U.S. citizenship.
4. If a Non-Immigrant Alien, an alien in the United States in a non-immigrant status, please
provide a U.S. Visa, I-94 Arrival/Departure Record and a hunting License. The
definition of a non-immigrant alien includes, in large part, persons traveling temporarily
in the United States for pleasure or business, persons studying in the United States who
maintain a residence abroad, and certain foreign workers. This does not include
permanent resident aliens.

New to the forum: I was born out side the US as well. The Eligibility Requirement sheet doesn't specify if you should turn in one of the documents or multiple ones. Can I just turn in my Certificate of U.S. Naturalization? i ask because my passport is expired and I haven't renewed yet.

It is illegal to make a copy of your naturalization certificate or your passport.
To my best knowledge you should provide a notarized statement of authenticity of either one.

No it isn't. The State Department even tells you to make a copy and keep with you separate from your Passport when you travel. C of N maybe but I doubt it.

It is illegal to copy such documents for unlawful purposes or uses, fraud, etc. but apparently legal otherwise.

Given the ubiquity of copy devices, it is hard to imagine the purpose or justification of a flat prohibition.

It isn't completely out of the realm of possibility or imagination that the government will ask or demand copies of documents that are declared illegal to copy.

Now, some report situations that require copies of your amateur radio license, but the FCC no longer provides even originals. Your license, they say, is the data blip in the government computer!

Yes, you can use your certificate of naturalization. That is what I used several years ago. I am a US National born abroad to military parents.

Every time I renew I send them a copy my BOC from the DOD, my passport, my military birth certificate, my DL, and current LTC. It may be overkill but it is all the legal documents I have that show that I'm who I say I am and, while born out of the country, am a United States citizen.

I've never had any trouble.
