How can you tell they are out of state
2 ways. First by looking at zip codes. Texas zip codes start with 75001(Addison) & ends at 88595(El Paso). Austin has 2 unique zip codes that falls out of this range: 73301 & 73344.

A more convenient way is to look at the demographic report by county. At the end of the report it lists out of state new license issues: 2,100. That kind of surprised me.

You're over thinking this. If you look at the listing of zip codes you will see that some zip codes are NOT for TX. I simply recognized some as being for my former state of residence. And that's all there is to it.

I am sure if someone contacted DPS they would release requested info. as all info are in a database and the request can be done in 1 min or less. Yeah SQL is great.
