CHL License (link) not available in services to apply?

Ok, here is the story. I am trying to get my CHL again, had it a long time ago and let it lapse. About two years ago I applied online with no issues and took the CHL class, but unfortunately there was a felony legal issue that was dismissed that was still showing up on my record. I talked to the lady with TXDPS and she told me five years after the dismissal and I could get it non-disclosed and reapply for my CHL. So, here we are two years later and my case is now non-disclosure. I went in to go ahead and just get the online part started and I am taking another CHL class on 6/13. However, this time the only option available is to apply for instructor, so no option to select CHL when you enter the services screen after putting my DL, DOB, and DD. Does anyone have a clue as to why that option is not there? I have emailed them as well, but wanted to see if anyone else has experienced this. Thanks
