I went to this site:
http://www.txchia.org/cr-80.pdf Now my question: When I tell DPS my dl number, name and address, why is it necessary for them to ask on this form my sex, my height, my weight and what race I am (why do they care if I'm Asian, black, white, multi-racial)?

To identify you. Contrary to the left's stripping of common sense, your race is part of your identification.
They will do a criminal background check.

In addition to what has been stated already, I believe its also done for statistical purposes.
