No, not always. There are disqualifiers for CHL that do not disqualify you from purchasing a firearm.

:iagree: Local or county level issues, as well as back state taxes or child support owed can impact your capability of getting a CHL and not your purchase of a firearm. Additionally, a misdemeanor domestic violence conviction will permanently prevent you from obtaining a Texas CHL, but will more than likely not prevent a NICS check from passing.
