DPS is so dumb

I accidentally submitted my application as an indigent. So I emailed DPS and it told me to mail in a $70 dollar check. I mailed it in along with my CHL-100 form and a copy of my green card on August 29th and DPS cashed my check on September 10th.
I was assuming everything works fine until I called earlier today. The person answered my phone said they did not received my $70 fee and my copy of green card. Well, they did receive my CHL-100 form (They are in the same envelop and DPS has cashed my check). Here is the conversation on the phone:
Me: I mailed in the $70 dollar check on August 29th and you cashed my check on Sep 10th.
DPS guy: Yes, but the application fee is $140
Me: I know, I paid $70 while I submitted my application online and I mailed in the check. That added up to $140
DPS guy: I couldn't see you mailed in the check. You have to fax in or email a screenshot from the bank and prove the check is cashed. Also, you have to fax in or email a copy of your green card.
Me: ......
Well, at least I learned something:
(1) Never trust DPS. If you can submit your documents online, don't mail them in.
(2) Do not assume that they will do things right. They won't.
(3) A lot of dumb people working in the government. They should get fired and let qualified people get their job.
