What the heck does "manufacturing" mean. After 58 days, they say they are manufacturing. I guess that is progress.

It means they are manufacturing a reason for why it is taking so long. ;-)

Yup, it means you'll have plastic in hand soon.

I was pretty surprised, just a non-descript envelope with a piece of cardstock that keeps the card from sliding around. Not even a "here's your CHL, bla bla bla letter".
