I'm not so sure about that. I agree with being cordial and as respectful as possible in your communication, but as we all know from any type of bureaucracy, expediency is definitely not their main concern. This might be why 56 days and NO PIN. Thinks positive despite the obvious. You get more flies with honey than vinegar. I believed that if it is to happen, it will in it's own time. For me it was 24 days to get my PIN, and 70 days for my status to change to "application complete - License approved or certificate active". I personally think people just need to chill out, let the process be. As inefficient as it is, the stats the DPS CHL office produces is still impressive with what they have.
