I'm not sure if I need to be worried???

I completed an online app in September 2007 and DPS sent me all the stuff in the mail in about 4-5 days. I got everything together in the next few days and mailed it back to them. (I failed to mail is with a return notification.)
I did not see any changes on the web site so after waiting for about 4 weeks I e-mailed them and they told me that my app was in a "prescreening" stage. (All I get is "The data you have submitted indicates you may not be eligible for this service. Please verify the data submitted is correct. If you still cannot proceed, please contact DPS at 1-800-224-5744 or email chl@txdps.state.tx.us for more information.")
I waited for another 2 weeks and e-mailed them again because nothing is happening on the web site. They e-mailed back to say that my app was recieved on Oct. 15 (3 weeks after I mailed it).
My question is- do I have anything to be worried about even though the web site acts as if I am not even in their system?
