My brother-in-law applied nearly 6 weeks ago and everything is approved but the background check. He is from Lebanon, moved here in 92, became a US citizen 8 years ago by going through the proper process, and has a clean background (master degree, business owner, etc)
Do you think his background is responsible for the delay?

No one who knows how the background checks of immigrants are performed is talking.
I would think that the extensive background checks that are required for naturalization would clear the person as far as a CHL is concerned.
Maybe DPS has to make an inquiry to the State Department. I don't know. I'm just guessing.
It would be naive to think that certain common Arabic names don't trigger more detailed investigations.

There is nothing odd about a six week (or 60 day) wait for a new license. Don't misled by some of the licenses that fly through here in the last month. We have seem much longer waits in the past. And, I believe the larger counties take longer for background checks; if you have moved in the last 5 years it takes longer. Some applications just take longer. You will see husband/wives weeks apart in completion. Good luck.

I just found it interesting that me and my fellow CHL classmates pretty much went through with no problems, and he is the only one still outstanding. Given everything he had to go through to legally get into the country, get an education, get licensed for his job, and then to get his US citizenship, he has probably been through more scrutiny than most of us born here.

Don't lose sight of the fact that is six week period is right on the heals of the Census process in early May. Reports were that that period when the FBI shut down to do Census fingerprints was going to add about two weeks to the process until they got caught up. If that is correct, I would think that he should be real close and see his card by the end of the month since most March/April applications seemed to run 5-6 weeks with a few between 4-5 weeks. My wife was 31 days where mine was 42 days and we beat the Census slowdown.

Some people with an active Gov't clearance waited longer than that for their BG check. ;)
