Actual Processing Time

As a long time paper pusher I believe that most CHL applications "could" be processed in 2-3 hours now of course that
could extend if problems,most information is available on line with Law Enforcement agencies a call to FBI will clear
the average gun owner in 10 minutes, Perhaps someone could school me if I'm incorrect.

The Texas CHL has a much more extensive background check in the fact they are looking at Misdemeanors, tax records, back child support, etc. that are not part of a federal NICS check. The background checks have to be done at a state and county level. If it was just checking for a felony record like the NICS check, then yes, it would be much quicker.

That clears up some of the mystery for me,most tax records are available on line as are many county records but it would vary from county to county, I'm curious as to how they check county via phone to sheriff or written form letter which in its self could be weeks depending on how busy department was. I tend to understand the delay with new applications but still find it difficult to accept renewals taking so long. I do appreciate the info,thanks.

Texas law doesn't require that the local background checks have to be done at all. What additional background checks they decide to do is completely at the DPS' discretion. How much they decide to check or how little, it's completely at their discretion.

Sec. 411.176. (b) The director's designee as needed shall conduct an additional criminal history record check of the applicant and an investigation of the applicant's local official records to verify the accuracy of the application materials. The scope of the record check and the investigation are at the sole discretion of the department, except that the director's designee shall complete the record check and investigation not later than the 60th day after the date the department receives the application materials.

The only thing not at their discretion is to allow the local background check to exceed 60 days after the receipt of the application. They do have to send off finger prints to the FBI, and that will take more than 2-3 hours. The only reason the application process is taking so long is that a Texas police agency is choosing to violate our constitutional rights.

What I suspect is that CHL's are very low on the priority list of management, hopefully I'm wrong but having done budgets
throughout my life I expect alloted hours for average Joe chl's is on the bottom.
