Call me pessimistic, but if it came from Cornyn, one has to wonder if he's already checked and he knows the bill is dead before it was introduced. That way he gets to keep pretending he's a conservative.

It is cross state issue. I would like to get my CHL recognized anywhere in US, I mean by all states and DC too.

Cornyn is a RINO IMHO and I don't like him. If Cruz had filed it I probably would be singing his praises. I have no problem with the bill just the man behind it.
