Too complicated.
A better solution is to include CHL in LEOSA with the same carry rules for both.

It might be better, but currently something is better than nothing. I detest the idea that California and any other state can deny my rights to protect myself. The states I feel least safe traveling to are the ones that have no reciprocity with, much less do not even allow carry within their own state. I'm thinking more along the lines of baby steps, and this would be a start that doesn't force a national standard which might give them an easier route to limit it. We have to crawl before we can run.
