I use GIMP for image manipulation. But for resizing for posting I typically use a feature built-in to my desktop that allows me to right click on the image and create a resized copy. I run Linux on my laptop.
For Windows users:
Snagit is the best screen capture program out there. Just awesome, use it daily in my work.
Irfanview is a wonderful image tool. Free with many plugins available.
I replaced Irfanview at work with FastStone Image Viewer. really nice interface.
My wife uses her Kodak software to manage her photos.

There is a FREE Microsoft powertoy called image resizer

The best little program I have found for resizing tons of pics is, Resize. It is a 355kb freeware program that works awesome. It resizes multiple jpgs in secs. If you are interested in it, pm me. I will email it to you. As a web designer I have to deal with sizes all the time. This is the best program I have seen.
I use PhotoshopCS3 for editing, I use this for resizing.

This info is good, but not being a computer person... How do you place a picture at all, let alone resize it? Specially in signature line.

Hi CC. You must have your image hosted somewhere on the Internet that allows you to link to the image. In your signature line you will place a line that says something like:Commander Cody wrote:This info is good, but not being a computer person... You will use the path to your actual image and must remove the * in the img brackets (had to do that so it would show you the format.)

There are several hosting places that you can use. Google has one, and most of the camera people have them as well. Since OS X is a linux build, you can run a lot of GNU Linux programs in it, and I used to have a copy of Gimp running on my iBook. But since I'm from the graphics industry for the past 20 years, I have a full version of Adobe CS2, and PhotoShop is my meat. I confess that, having a 24" monitor, I have to be circumspect and remember that the rest of the world isn't always so fortunate, and resize my graphics accordingly. Depending on the board, I usually resize for a 640x or 800x width, at 72 px/in, even though the base resolution for Mac is 96 px/in. Whether I save as a .gif, .jpg, or .png depends on the resulting file weight. I also typically save .jpgs at 80% resolution, which gives a nice enough detail while keeping the file weight down.

SLES/Solaris/zlinux geek here at work. OpenSUSE/OS X at home.
I edit the hex bits in my images to resize them, nothing like a good text editor. vi for life!!

Several times I almost converted my PCs (back when I still had PCs) to Linux, just because I was so ticked off at Microsoft's clumsiness, but we are now an entirely Mac household with a 24" iMac, an iBook, and a MacBook, and the itch has been scratched. Interestingly, I still run Windoze XP in a virtual drive using Parallels Desktop so that I can double check my web coding in a PC environment in Internet Exploder. It's a ghastly ritual.
