Is this normal?
Since I did not have a CHL I never paid much attention to CHL legislation or goings on in Austin. Is this amount of CHL legislation activity normal? I am not complaining in the least, but it sure seems like there is a lot of activity on the CHL front.

I'd say the activity this session regarding CHLs is slightly above "normal". Quite a bit of "tweaking" was done in 1997, not so much for the next couple of sessions, then a little more activity in recent years.
Or at least that's my take based upon "Legislative Updates" presented to instructors in DPS renewal schools every 2 years. Every legislative session there are hundreds of bills that get filed, cussed and discussed, some progressing, most not.
If ya think about it, it was exactly 10 years ago the TX CHL law (that passed) was in the Legislature. And not all that many households had the internet - much less some good web sites (thanks to folks like Chas) for real-time monitoring of the politi-critters.
