Goal #1 - Ease of Renewal

In September, car carry will become legal for Texans.

Since 1996 when the Texas CHL law first went into effect, the law has modified to make it easier to renew BUT...

Renewal is still a major hassle to most CHL holders. A half day in class, tests, photos, prints, money.

Over the next 5 years, I would expect the number of CHL holders to drop because, you don't need it to have a gun in your car.

I'd like the option of taking the written test on the internet, giving them my credit card number, and getting my new card in the mail.

Something has to be done about the absurd, unlawful delays in processing applications, primarily initial applications. There are multiple avenues to address this problem, and the application/renewal process is but one.

tex45acp posted an interesting comment about the effectiveness of computer-based training. This is also used by the State Bar of Texas to offer CLE (continuing legal education) courses on the Internet. I also use interactive DVD’s for flying refresher courses. Computer-based training and testing is now widely accepted in many disciplines, so I don’t think it would be a radical idea to apply it to CHL courses - new and renewal. (Stick with me instructors, I’m not leaving you out of the loop!)

I would like to see DPS develop Internet-based CHL courses for both initial and renewal applicants. The fee should be minimal; just enough to cover the cost of creating and maintaining the system, so the enabling bill would have a neutral fiscal note. The test could be offered on-line after completing the course, or if security is really an issue, the test could be given at any DPS driver’s license office, upon presentation of a certificate printed after completing the course. Fingerprints and photos could be taken, the application fee paid, affidavits signed (preferably delete them entirely) and the application can be turned in at the DPS driver’s license facility.

Prior to doing all of this, the applicant needs to go to a CHL instructor who can administer the shooting portion of the test and provide the required certificate. The current course fees are so low that instructors should be able to charge the same or slightly reduced fee for the shooting test. Their profit margins would increase and they would not have to go to Austin for re-certification every two years

Going to a pure Internet testing and payment renewal system, without a background check and shooting proficiency test will result in the loss of some reciprocity agreements with other states, perhaps many. Much can be done to simplify and reduce the cost of the renewal process for CHL holders. Internet training and testing is one element.

Regards,
Chas.

I would not drop the background check

But,
I figure if I can get a mortgage by filling out a web page application

The DPS could do a background check from a web page application.

Fingerprints are an issue.
Are they absolutly required for a background check?

What about renewals?

As I understand it, the FBI will not conduct a background check without a new fingerprint card.

I started a thread on packing.org to find out what other states require for renewals

http://www.packing.org/community/laws_p ... thread=128

I thought this information might be useful in tuning our goals for 2007

I just started my renewal and it is bewildering. Online for this, then they send it to me and I sign it, then I have to go download some forms to be notorized from somewhere else, then then class. ^*&^&

Yeah mine tool. And they have a LEO come in, I htink he works for them part time, to print everyone. And the picture, you get EVERYTHING you need to get a CHL from the class, they even have an addressed envelope for you and they dbl check everything before you send it.

Very nice kit.

I had made the suggestion, years ago, that if the CHL office could allow people like us to come in and help "sort" the packages coming in, and do non-investigative functions one day, one weekend a month...We could have a serious reduction in delays of permits that do not have problems that require no additional investigations, and that the non-security functions of the processing of these licenses would be improved dramatically...

At the time I was told that the non-investigative functions were what were holding things up...

They also told me that they could not allow people like us to come in to help...And I asked, "Well who do you have come in there to help you when things get overloaded?"

She told me they bring in College students from that "other" school there in Austin...

I gave up after I heard that...

How do ewe speel WHOOOP?

This is almost like that story I heard about those two Aggie DPS troopers...

They caught this guy speeding in Waxahatchie (See I don't think I got it right)...

But since they couldn't figure out how to spell the aforementioned Texas town...They decided to let the guy go...

And catch him when he got to Waco...

You L.E.O. guys ain't gonna let me off with a warning if you catch me now, huh???

Permanent CHL, and no fingerprints.

On rec.guns the VA VCDL Pres included these in the list of pro-gun bills
submitted for this year:

HB 167, Delegate Scott Lingamfelter, eliminates expiration of CHPs
(lifetime permit).

And this:

Senator Reynolds has submitted a new bill to repeal fingerprint
requirements for CHPs. The bill is SB 58...

It will be interesting to watch these two unfold.
And if they pass there, then why not here?

Kind Regards,

Tom
