Husband accidentally shoots wife thinking she was intruder

Is this violating rule 4?

I have a bright flash light with my gun at home to identify and blind the target.

Most of the commenters believe the wife was the target.

If it was truly accidental, he is in some kind of doghouse.

Not much to go on in the story. If I'm allowed some assumptions...if the front door was open I'll assume she was out and just getting home. My wife used to work night shifts when she first started nursing. Sometimes she would get off early if the patient population was low. She knew regardless of the time to call and let me know she was coming home and what time to expect her.
If she wasn't out and was home the whole time then I would have expected him to account for anyone that should be home at the time before assuming anyone he saw was an intruder. Of course without more info it's hard to figure out what was really happening.

Well, presumably he did know his target fairly well...he just didn't identify it properly.
