It's NPR-Speak for "Alien Smugglers". Many of them go armed for the purpose of killing their cargo long before arrival at the supposed destination. One of the downfalls of operating outside the the law is that one is also in many ways outside the protection of the law. Hence the term, "Outlaw".
It is very difficult for law enforcement to protect people who are hiding from and evading them.
