Another one of my brothers ... gone. I hurt for his family. My anger increases minute-by-minute.

Terry was with three other Border Patrol agents when they got into a shoot-out with people who prey on migrants as they cross the border last night, NPR reports
What does this mean?

It's NPR-Speak for "Alien Smugglers". Many of them go armed for the purpose of killing their cargo long before arrival at the supposed destination. This cuts the smuggler's turn-around time exponentially so he/they can go back to the Land of Manana and contract for another load. e.g. I contract with the load to take it to Los Angeles and dispose of it before we reach Ajo, AZ, I can go back to the same Mexican cantina and arrange another load and another huge profit.

Okay, that's what I figured. The way it's worded could make some think it is the result of minute men, or something similar.

One of the downfalls of operating outside the the law is that one is also in many ways outside the protection of the law. Hence the term, "Outlaw".

It is very difficult for law enforcement to protect people who are hiding from and evading them.
The sooner I get behind, the more time I have to catch up.
