Not a lot to the story, if they found the person who dropped it I'm sure they would have mentioned his/her name. Only then could they know if it was a chl holder. Seems like that piece was thrown in just to take a stab. I could see a lady carrying a 22 and dropping it out of her purse without noticing. Still doesn't mean she/he had a chl.
