They are as you suspected "plugs" to keep total round count to three while hunting migratory birds. i.e. Waterfowl and doves. Not needed if you don't hunt those species.

You're welcome. Where did you get your part? I think it's a Mossberg 500 made for Wards.

I have the same gun. Got it 20 something years ago and it still runs like a top. Mine has a single action bar rather than the duals they run now. Other than that, any Mossberg accessory will fit with no issues.
