I don't know about you, but I don't think the military shoots at people with the intent to wound them. The premise is sound, but they changed because they could carry a LOT more ammunition.

Yeah, based on my very limited knowledge the whole "tying up enemy resources treating their wounded" bit was just a side-effect. It may well be a worthwhile side-effect, but I believe the primary motivation was to get the smallest (and thus easiest to carry) round that was "lethal enough".

That's what I thought too. Also, aren't most of the things designed to wound outlawed as cruel and inhumane?
