I don't even think he can buy it even if it did touch TX. I used to live in Oklahoma and I was not able to purchase a gun here either when I was here on a business trip. This was at a Gun Show and it was a used AR so I'm not sure if that changes things but it was being sold by a dealer so I don't see why it would have.

That would depend on Oklahoma's laws. Private sale could not be done without an FFL.
