That story is from 2004 and those pistols were for the Iraqi military/security forces.

TACOM issued the contract specifically to supply Iraqi military/security forces. The requirement was for 10,000 pistols. They awarded Ruger a contract for 5,000. Sig received a contract to supply the other 5,000.
