Pistol Caliber Carbine for my wife?

My wife is not as strong as she used to be. Racking the slide on a semi-auto is very difficult for her. I am considering picking up a PCC in 9MM and I have questions.

Parameters:
Based on an AR 15
9MM
16" threaded barrel (I'd like to be able to install a 9MM Suppresser)
Glock 17 magazine
Room to add a Red Dot scope
Time frame 0 to 12 months

Questions:
Is something like this available in a store in the Houston Area?
Should I buy an upper separate from the lower?
I shoot USPSA and would like a carbine that is legal for PCC.
(If she doesn't like the gun, I could always compete with it.)
The controls on my other AR are simple enough. Are the controls on a PCC Lower comparable to a regular AR?

Any thoughts?

There are multiple options out there that would fit into your requirements.

Most of your typical AR styled 9mm's operate basically the same as a regular AR-15. There are a few functionality differences but nothing worth worrying about... Most however use a side charging handle instead of the typical AR style charging handle.

I think a PCC is an excellent choice for home defense. Very accurate for self defense purposes (inside 25 yards) and very comfortable to shoot.

I would definitely go with an optic as I'm told they tend to offer at least a 20% improvement over irons. I use a mounted light on my PCC. Green dots are the rage right now as they offer the best contrast, but I'm sporting a red dot with a green laser so I can tell the difference between the 2.

CMMG Banshee is a great gun. If you're willing to branch out from AR clones, the MP5 clones are also a lot of fun and capable of serious work.

RESOLUTE, MkGs, 9MM, 16.1" uses Glock mags, has AR controls, not certain one way or the other regarding USPSA legality.

How about SIG MPX PCC? Not Glock-mag compatible but is a great gun, and if you are a NRA Instructor there is a deep discount.

I know that most people will laugh, but Hipoint offers a .380 ACP Carbine that could be an ideal home defense weapon for a weaker individual. Similar ballistics to a duty size 9mm pistol from the longer barrel. They can be bought for around $300 & I haven’t seen many complaints about the Hipoint Carbines online.

Here is mine, I got as second-hand from a local guy. I had to polish the ramp and adjust the buffer weight, so it would cycle reliably

I have a JRC carbine in .45acp, great little rifle and one of the features is the bolt locks back in a notch, you can slap the bolt up and it'll chamber the first round, similar to an MP5, they make it in 9mm!
