I agree in part, and disagree in part. I think CompVest was talking about locking down the Capitol and rushing parents dropping off their children for preschool into a church. I agree that was over-reacting.

I don't think police checking out the report is an over-reaction. If there was someone with a rifle on the roof of a parking garage and wasn't otherwise doing anything illegal, then nothing would (or at least should) come of the short investigation. If he has his shooting mat on the ground, his rifle bi-pod set up, scope covers open and he's aiming at the Capitol building, I trust the officers would intervene to stop him from taking the shot.

If people were judged by their actions in this society, then we would alot further along in life.
So, it is better to wait until the guy shoots at someone before you investigate it as suspicious.

I have no problems with a LEO asking me questions. I have no feeling of guilt so I don't feel accused. A LEO asking me questions is not violating any civil rights. It's their job to protect society. Why would I want to hinder that?

If the police did not react to these calls and just said, "Ma'am there is no law against wearing black and carry a long gun on the top of a parking lot," what do you think would have happened if the man in black took out several people?

The debate would be that what everyone considers suspicious will vary through the whole spectrum. Like Charles referred to above, which is what I was referring to also, if the guy got out and set up shop at the edge of the roof, with mat, scope, bobbing his head around trying to find his target and hiding behind other vehicles etc, then that is suspicious.
If he parked his vehicle and got out grabbed his rifle (cased/uncased) and then headed to the stairwell, I don't consider that suspicious.

Without further info from Austin, the parking garage could be to an apartment building / townhomes. He was going to his home.

Just for consensus, I just hope that we are all aware that most parking garages don't have a TYPICAL ROOF. Don't want anyone with the idea that this guy with laid out on the 30 degree pitch of shingles. What is commonly called the roof is the last level of parking space which is open air, and I suppose this is how this woman was able to watch this guy from a higher level.
