This can happen if a large number of robots are trying to access the site at the same time. I have experienced it several times on sites I owned and a check of the logs usually shows a bunch of requests from overseas IPs. I interpret this as robots trying to hack my site security. If this continues, the site owners can use .htaccess or other methods to block the offending ranges of IP addresses.
