Yes, they will hold the packet until they get fingerprints. However, I wouldn't wait too long afterward to get them done.

I was just going to send it a day before. Hopefully that will be fine.

It will not be any issue at all. It usually takes a week before they even start checking the packet and looking for fingerprints at best.

Just make sure to send your packet with delivery confirmation so you have a record that it was received by the DPS.

Fingerprints are transmitted overnight, every night. Even if you mail the packet first, DPS will probably have the fingerprints before they get the packet.
