the scrolling ones mean there are more than one page .

I think that's a "hot topic" like Liko said because there are multi-page threads that don't have a scrolling icon.

What is a "hot topic?" Could the scrolling icon mean that someone is currently reading or posting something to that thread?

I did a little comparison. It seems the scroll starts after the 25th comment, OR it's based on the number of views of that thread. I dunno.

i think i remember being on the site @ 3am before when there were no others on , and the scrolling things still scrolled .

BTW , Google (Bot) never replies back to me .

Correct. Because the program keeps track of the number of comments & views and posts it next to the thread title. It never stops and isn't dependent on how many people are on at any given time.
