CHL Renwal Apps before Sept 1

Looking for clarification on CHL Renewal Apps completed prior to Sept 1, 2013.
i.e. CHL Expires Nov 2013, Student did online app in July 2013; Rules changed Sep 1, now what?

Is the CHL Student required to take a renewal course after they applied prior to Sept 1?
Does Instructor do "old" CHL Renewal course and use "old" CHL-100?
Do "new" CHL course? Use "new" CHL-100?

Can't get through to DPS

student informed me that rep at DPS said no other action needed even though checklist said submit chl-100
said to disregard requirement of chl-100 for now and to wait

Got through to DPS. Rep said as of Sep 1 if you applied online prior to sep 1 for renewal just sit tight and confirmed that the CHL100 will not be required even application for renewal was done online prior to sep 1. He also said it might be a good idea to call and check status after 30 days. They are working on some magical list to sort out all of these renewals in limbo. Also said working on program changes to update the checklist.

I received this from DPS:


CHL-100/Course Exemption

The 83rd Texas Legislature, House Bill 48 renewal requirements became effective September 1st, 2013 for CHL holders. This change eliminates the requirements for CHL holders to complete a renewal course, or demonstrate proficiency, in order to renew the license. This change is in effect and therefore, the online checklist item, requesting a CHL-100 is no longer required. Renewal applicants are exempt from course requirements and do not need to send a CHL-100. The department’s web application will be updated soon to reflect this change. This new law will include renewal applicants that completed the online application prior to September 1st, 2013. Once the online renewal process is completed the department is requesting a copy of the barcode application checklist sent by visiting our web page at Contact Us or fax to (512)424-7284.

Wouldn't it be nice if the DPS could post such informative little tidbits on their website under "Instructor Updates" rather than wasting their time answering the same questions from hundreds or thousands of instructors?

Personally, I'm still confused over the grace period. I think the best approach is to renew online and mail the bar code/checklist. If they want a CHL-100, additional money and/or prints, they will write you.

I had a student go online and do the renewal she also got the check list that had the CHL-100 listed on it. This student went to the FAQ section and there she found a note that said to disregard the CHL-100 and something about the software is waiting for an upgrade to take the CHL-100 off and until the new software is installed that they cannot remove the CHL-100 from the renewal check list. Just FYI

As of 9/1/2013 there is no more grace period legally. If you let it expire, you have to start at square one. Do not pass Go. Do not collect 50% discount.

Sorry Tic Tac, your totally wrong. There is a one year grace period on renewals. This is still in effect even after Sept. 1

What's your source Infoman?

I've figured the DPS might grant a grace period. I don't think the intent of the legislation was to do away w/grace periods.

After all, if they let us get away w/o being NRA certified for 18 years, what's 12 months? :)

His totally wrong?

The law that removed the requirement for a renewal class also added the requirement for the application to be submitted before the current license expires.

I'm looking right now at Charles Cotton's legislative update given at the Instructor's conference. He specifies no more grace period. One day late and you have to take original.

IIRC, Charles said he thought that DPS wanted to offer a grace period but a literally reading (his) says it has to be renewed before expiration.

I doubt if the legislators wanted to do away w/the grace period.

DPS 'may' try to follow the intent of the lege and continue to allow. They may not.

CHL's who expired before 9/1 (and renewed online) 'may' have a grace period. People that expired before 9/1 and have NOT yet renewed online, may have a grace period.

I'd like to see something official from DPS in writing.

Right now, I recommend renewing before expiration. If you have missed the deadline, I'd 'assume' there is still a grace period until notified otherwise.

Right hand doesn't know what the left is doing.... just got off the phone with the DPS in Austin, was told they just had a meeting in which they were told the practice of the one year grace period will continue. I challenged him somewhat, he put me on hold and went to talk to a supervisor. He said they tried to pass it so that there would be no grace period but failed, that the grace period will continue as always has.
