Shooting qualification by CHL instructor for retired LE??

I am a fairly new CHL instructor working at a gun range. I had a gentleman call me saying he has a Federal license which will need to be renewed soon and his state license just ran out a few days ago. He asked if we had anyone that could do his shooting qualification and insisted that he didn't have to take the renewal class - just the shooting qual. I called down to Austin and they sent me a copy of the affidavit that needs to be filled out and sent in by the applicant and signed by the TCLEOSE Firearms Instructor OR CHL Instructor. I am trying to figure out if I can do his qualification or not. I am attaching a copy of the affidavit here so you can see it. On the second page, it says the proficiency requirements are:
1) B-27 target
2) Combat Scoring (What is this??)
3) A minimum of 50 rounds, including at least 5 rounds of duty ammunition (What is "duty" ammunition??)
4) Fired at ranges from point blank to at least 15 yards with at least 20 rounds at or beyond seven yards (I am assuming this means that I can do the typical course of fire for CHL shooting proficiency qualification??)
5) Include at least one timed reload (We don't do this for the CHL test, so not sure what they want here)
6) Minimum passing percentage of 70 (175 out of 250 for 50 rounds)

Can anyone help me out here with my questions on the above bullet points?? If I am not qualified to help him with this, I will try to find someone who is, but if I can help him, I would like to.

If you read the form, look at page 2 where it talks about the firearms instructor. It asks if you are a TCLEOSE instructor or for your CHL instructor #...

Duty ammo is just using a box of ammo like federal, speer, ect. They don't want light reloads, ect.
They want the shooter to have to reload during a round of firing. Example would be to fire 3 shots, reload, fire 3 more.

Someone can correct me if I am wrong but I believe it's the same way we do for CHL on the B-27 target. Duty rounds should be what the person woudl be carrying (hollow-point, +P, etc.)
Purpose:
To provide the firearms proficiency certification of retired officers for a Retired Federal or Out-of-State Officer Firearms Certificate card issued by The State of Texas.

Course of Fire:
Consists of the standard Texas CHL qualification with required modfication. Officer will fire at an official B-27 target using standard combat scoring method.
20 rounds @ 3 yards
20 rounds @ 7 yards
10 rounds @ 15 yards

One string of fire at the 3 yard line will incorporate a timed reload.
Minimum of 5 duty rounds must be used.

Required Equipment
Handgun in good repair with no modifications that would make it less safe.

50 rounds of ammunition (5 rounds must be duty type you intend to carry)

Two magazines for semiautomatics. Revolver shooters may use a speedloader.

Hearing & eye protection.

He has to go to a police department. If he works for a Federal agency that agency has to qualify him. Also what kind of Federal license? (DoJ, DoD, DHS, DoS, DoE?)
If he is just looking for a shooting qualification record, any instructor can do that.

duty ammunition is issued ammunition. As in whatever his department issues, he has to qualify with it.

The one time reload is a combat reload. he has two seconds to reload.

You will have to set up a malfunction that he has to clear, reload and shoot. My husband has some information from when he worked for DoS, that I think he can share

Target: Federal QT
50 Rounds on a B-27 Target

Stage 1: 1.5 yards (6 rounds)
Strong hand only from the holster--using bent elbow position
1 round in 2 seconds, 2 rounds in 2 seconds, 3 rounds in 2 seconds

Stage 2: 3 yards (6 rounds)
Point shoulder shooting, emergency reload
3 rounds in 3 seconds, 3 rounds in 3 seconds

Stage 3: 7 yards (6 rounds)
body armor drill
failure drill from holster in 6 seconds, failure drill from high ready in 5 seconds

Stage 4: 7 yards (12 rounds)
one hand shooting--weak and strong hands w/ emergency reload
3 rounds 2 handed, three rounds strong handed in 10 seconds
Repeat with support hand

Stage 5: 15 yards (12 rounds)
2 handed shooting from the standing and kneeling positions
6 rounds standing, kneel, tactical reload, 6 rounds kneeling in 25 seconds

Stage 6: 25 yards (4 rounds)
cover barricade shooting to the right
Move to cover, 2 rounds standing, 2 rounds kneeling in 20 seconds

Stage 7: 25 yards (4 rounds)
cover barricade shooting to the left
Move to cover, 2 rounds standing, 2 rounds kneeling in 20 seconds

MAX score is 250..lowest is 200 (80%)

220-230: Marksman
321-240: Sharpshooter
241-249: Expert
250: Distinguished Expert
