Paper Renewal Application Documentation
Upon receipt of the TXDPS paper renewal application, applicants who choose to mail in a paper renewal application must return the following items to the Department:

Renewal application
Completed affidavits
Proof of training (CHL 100)
CHL 100 is required for the original application and on the first and second renewal and once every 10 years thereafter.

Court documents of pending charges or convictions

Documentation of name change (if applicable)
Copy of marriage certificate, divorce decree or court order
Signed photo holder showing name change and signature

Any documentation on status change regarding condition of license.

Condition of license change: For example, if you originally applied as a “Standard” condition of license and you are now in the military and have the appropriate military documentation, you may change the condition of your license from “Standard” to “Military”. Required documents related to the various conditions of license may be found online under the CHL FAQs Special Conditions section

Senior Citizen Condition of License: No additional documentation required for a Senior Citizen (age 60 or older).
Unless I'm mistaking, if this is his 3rd renewal he does not even need a CHL-100. Could this be the 3rd application he's submitted but only his 2nd renewal?

Also, it's possible that the system automatically put on his paperwork that he needed a CHL-100 even though he may not need one. The system administrators can been a little slow at updating the system.

Disclaimer: I try hard to know it all, but there's only so much room in my head!

I just went through this too.
He does not need the CHL100.

Print out the above for him.

On his letter there should be an * by the CHL100 under documentation needed.
Somewhere down at the bottom there is some fine print that says only once every 10 yrs.

It must be his 3rd renewal though & not his 3rd license. ie: 1st time, renewal, & renewal.

If you know him real well tell him to "Trust you. You used to sell cars."

The student that called for the renewal called again and hes reat for class( finally )
I asked again if this was his 3rd renewal, he said he "yes" I told him that he did not need a " CHL-100 " if so.
He told me that he called DPS to check it out and did his renewal online and reciept said all he needed was a CHL-100 to sent in.
I find this alittle weird if it just calls for the CHL-100 can no classtime but he still claims thats all he needs. I suppose I`ll find out his weekend.

I always spell out VERY specifically that 3rd renewal = 4th license cycle... probably spend too much time on it.

When you apply on line (3rd renewal), you are shown a screen that denotes what portions of the process are fulfilled and what is still required. The way they have it set up, it will show him as needing a CHL-100. HE DOES NOT! There is an ambiguous exception at the bottom.

Just have him fill everything out, pay on line....and forget about it. DPS will do the rest.

I just did my 3rd renewal back in December. Why DPS doesn't clearly spell it out on their site is anyones guess, but they don't.

Ignore it, there is NO wait and see.

All he needs to do (if his renewal is indeed the 3rd) is pay on line... and fill out any applicable information, NO CHL-100 is required.

I just went through this and researched it fully.

That's a good thing to know.
