Eventful night with drunk driver and LEO's

On my way home last night around 8pm on Aldine Westfield (busy 4-lane road) and got involved in an accident scene with a drunk driver. He almost struck my car and front ended the truck next to mine. He was only going +/- 5mph, so the damage was minimal, but was so drunk that he couldn't sit up straight.
At the same time, on a cross street less than 50 yds away, there was a motorcycle-car accident with injuries. When multiple patrol cars showed up everyone was confused as to which accident they were responding to. Several of us redirected them to the motorcycle and it took 30+ minutes before we could get one of the surplus cars to come deal with our drunk driver.
By the time we were able to speak with an officer, the drunk had driven his car down a one-way street with no exit. Two patrol cars went looking for him and found the vehicle and had it towed back to the parking lot we were using.
Everything was wrapped up after about 1.5 hours. During the event, I spoke with probably a dozen different LEO's and assisted where possible. Was almost disappointed that nobody asked me for ID. Since they didn't ask, it would have not been appropriate for me to bring up the fact that I had my G19 & spare magazines on my belt.

- Be careful when confronting a drunk gang banger (tinted windows/huge chrome mags/all gold teeth/red bandanas & hoodie).
How do you stop a relatively compliant drunk who continues inching forward? Note - using my car to block was not possible due to passengers.
Mutiple accidents create a confusing situation for police and VERY few citizens were willing to get involved to help control traffic.
Bystanders can really complicate issues, especially when one of them is yelling threats and racial epithets at the drunk.
