I wonder if it is possible that the mayor had enemies? In particular... enemies with an excess stock of marijuana?

I don't think so. This was a fairly typical shipping scam. It requires a delivery driver who knows which of his customers get lots of packages, most of them not requiring a signature. His partner on the shipping end alerts him that he's shipping a package to a certain address. The driver then scans that package as "delivered", even though he diverts it somewhere else. Alternatively, he (or some other random driver who isn't in on the scheme) actually delivers the package to the porch, and a waiting accomplice scoops it up.

When this package was intercepted in shipping, they took it out of the delivery channel and disrupted the plan. They wrongly assumed that the addressee was the actual recipient, and raided the Calvo family in error. If they had tracked the package all the way, they might have caught the actual criminals.

More casualties of the drug war.
